Suspension and termination of halal certification
When does HFFIA take action?
HFFIA may take appropriate measures when a critical non-conformity with certification requirements is identified, whether as a result of surveillance activities or otherwise. In addition, HFFIA may take appropriate action if a client refuses or fails to make payment within the contractually agreed timeframe, despite sufficient reminders and attempts to bring this matter to the client’s attention.
Possible measures
Appropriate measures may include the following:
- Increased surveillance by HFFIA
- Additional inspections and reporting requirements
- Specific corrective and improvement measures
- Exclusion of non-conforming product variants
- Partial certification of a product range
- Revised certification documentation
- Temporary suspension pending corrective actions by the client
- Temporary suspension of certificate validity
- Reactivation subject to approval by the Decision Committee (DC)
- Full termination of the halal certificate
- Complete recertification required from the beginning
- Immediate cessation of all certification claims
Procedure in the event of suspension or withdrawal
When a critical non-conformity with halal certification requirements is identified, the Decision Committee (DC) will consider and determine the appropriate measure. All required actions will be defined and communicated to the client.
If halal certification is terminated (at the request of the client), suspended, withdrawn, and/or if the scope of certification is reduced, HFFIA will implement all necessary changes to:
- Formal certification documents
- Public information
- Authorizations for the use of certification marks
- All other relevant documentation
This is to ensure that no indication remains that the product is still halal certified.
If changes within HFFIA result in a change to the status of a halal certificate, HFFIA will communicate this change to the client. Subsequently, appropriate measures will be taken regarding the client’s use of the halal certificate and logos, as contractually agreed.
Reactivation after suspension
If certification is reactivated following suspension, HFFIA will make all necessary amendments to formal certification documents, public information, authorizations for the use of certification marks, and related materials, to ensure that it is clearly indicated that the product remains certified.
If a decision is made to reduce the scope of certification as a condition for reactivation, HFFIA will implement all necessary changes to ensure that the reduced scope is clearly communicated to the client and explicitly stated in certification documentation and public information.
Special procedure in cases of fraud
Immediate withdrawal
When a non-conformity with halal certification requirements is identified as a result of fraud by the client, HFFIA will immediately withdraw the halal certificate.
Client obligations in the event of fraud
The client is required to immediately cease:
- If the client has provided copies of certification documents to third parties, those documents must be reproduced in full
- The client must inform all relevant parties that the certificate has been withdrawn
The client has a period of three days to complete all required actions following receipt of the notification of withdrawal of the halal certificate.
The client must:
- Maintain records of all actions taken
- Make these records available to HFFIA no later than the third day following notification of withdrawal of the halal certificate
